The Department of Telecom (DoT) will invite applications for 3G auctions on December 8. COAI said it would be unfair of the government to expect bidders to go into the auction process blindly knowing that fundamental changes in the spectrum allocation and pricing policy and other policy and regulatory issues are on the anvil. Trai is midway through its consultation process and it is expected to soon submit its recommendations to the DoT.
